I asked this question of Google help and attachments cannot at the moment be refused. They work on the basis an up-to-date AV will protect you so it's unnecessary. But I feel they will bow to pressure one day and allow their restriction as other hosts do.

I have gone into that setting, it does not contain any help about
attachments, it only specifies how to deal with replies and posts, that
appears to be all.
