No, I don't think there's any way of starting or stopping recording from
anywhere but inside the app.

The app for recording voice notes on the iphone is called voice memos. There
arealso loads of other sound recording apps to be found in the app store, I
just did a search for voicememos and found loads.
As for recording phone calls, I've never come across an app that does it, but
I'm sure they must be out there.
