Jackie has already mentioned one which I didn't know about!
Often it isn't necessary to actually measure,, but rather to transfer a
distance to, say, a piece of material. In that instance, an off the shelf
locking tape from your local hardware store or the internet will suffice. I
use this method most of the time.
I am uncertain what you mean about accessible cutting tools though.
I use everything from a simple knife to band saw and still have 8 fingers
and two thumbs!
