Yes, the basic view of gmail is accessible. Press t (tables in most accessible software) and you're at your inbox. A simple find for 'compose' will send you to a very simple (although not too basic) send mail page. I'm not sure about creating folders, because I've never needed to do it. Hope this is hopeful!
