As far as I know, you'll need to be jail broken to change on screen KB colours. 


If you are jail broken, open cydia and find and install "color keyboard".
The color keyboard hack costs money, so make sure you read it before installing.
If you are wondering: the keyboard still works full well after utilising the color keyboard hack. All VO commands work, and it still behaves as normal, although it may not change colour in a few applications.
