[access-uk] Keyboard Language, Ie and OE

Hi,
When I'm using Oe and IE, both v6 with JFW 7.0 and XP Home, I keep finding
that in OE, my keyboard language has switched to US layout, or at least, a
layout where the AT and Quote keys are swapped and the right alt key
functions as a right alt key. Can anybody explain this? I've check in
regional setting and can't find anything wrong there.
