Hi Brian

When you say your N86 is not talking, do you mean when you text, or do you
mean literally not talking at all?  If it is not talking when you text, you
need to just press the Talks key followed by number 1 on your keypad each
time until you hear Talks announce "speak characters and words" or something
along those lines.

If Talks isn't speaking at all, you might have inadvertently disabled Talks
in the Talks and Zooms menu.  In that case, ask a sighted person to go into
Talks and Zooms, press the Options menu on your phone and go up to Enable
Talks and press the centre of the joystick to confirm.  I don't know from
memory whether you would need to reboot your handset or just exit the Talks
and Zooms menu to get Talks working, but they would be my initial thoughts.

My N86 phone is not talking and if I look in Talks and zoom settings the
echo is on none but can't work out how to change setting if this is the
problem. Setting will not appear to change. Have asked sighted person to
look with out success.
