SAPI4 if not obsolete technology is on its way out.
SAPI in general is slower than direct speech interfaces which is used by
screen readers but within SAPI performance it depends on the specific
implementation of the voice.
The best performance I found for any SAPI voice is that of the frree espeak
(SAPI5) which approaches direct speech interface.  The drawback is that the
voice sounds fairly mechanical.

The version I had did support sapi4 which in my oppinion is far mor
responsive than sapi 5.
