[access-uk] Problem with windows installer

hi all.
I use windows8 i had to reinstall windows2 days back but after that i
am unable to install any softwair i open setup it runs for some time
then i get a error this installer package couldnt b oppend i tried
redownloading the softwaire and installing but same error.
I think my windows installer has got dammaged.
Please tell me how to reinstall the installer from the win8 cd or pls
give download link for the latest installer
