I don't think it's any of those things. It's just another example of
ill-considered responses to the problems of living in an over-litigious
society. People in authority (most of whom shouldn't be) are blinded
(pun intended) to reasoned and sensible thought by the need to minimize
the risk of being sued by people who's eyes immediately turn to pound
signs when they suffer the inevitable little accidents of life.

When something unfortunate happens, there nowadays always needs to be
someone to blame. So you get stupid rulings like this designed to 'CYA'
(cover your a**e).

individual being singled out? or is this a general ban by the school
that this child attends?
