Ibrahim, it doesn't matter what it's connected to, As the box is capable of transmitting a video signal. Only if the box was not capable of receiving and transmitting a video signal would it be exempt. If what you say were the case there'd be people left right and centre avoiding paying the license by connecting the box for sound only. 

 It would be good if you could post the particular regulation to clarify.

No you dont, if the box is only connected to a stereo then under the blind concession rules you dont have to pay.
