[access-uk] Talks Dealers Question

I am aware that there is a Talks list. Hoqwever, I am seeking clarification
regarding Talks Premium and strange to say none of the Talks dealers on list
are responding to the discussion on the query.
Scenario:
Person has contract with Vodafone and receives a phone as part of the contract.
As a blind person, Vodafone will put on Talks Standard free of charge.
It has been my understanding that it is possible for an individual to upgrade
this Talks Standard to Talks Premium by paying an additional £50. However, the
person has been told this is not possible and that if he wishes to have Talks
Premium on his phone, he must pay £150. Has there been a recent change in
policy perhaps? This figure of £150.00 comes from a reuputable Talks Dealer
who is well informed, to say the least.
