There's various different ways of turning an rss feed into email - I
use http://www.feedmyinbox.com/ - other services are available!

Just google "rss to email".

However, with the new BBC site, the feeds for weather appear to have
disappeared, even though there is a whole page about them, linked from
the weather page!
You could try Yahoo weather - basically, if it's an rss feed, you can
get it delivered by email.

If you have trouble finding a feed, let me know the area, and I'll sort it out.
