Hi Jeff,

I don't think there's an accessibility standard which is exclusively for the
blind. However, there is a standard for accessibility in general, which covers
all the ground that a standard 'for the blind' would cover, and more besides -
for example, it may cover the requirements of people with dyslexia, and Deaf
and hard-of-hearing people too.
