IE 9 works with WebbIE (IE 10 works with WebbIE too!) But IE may be doing
something funny, like prompting you to set search defaults or something.
Try running IE 9 directly, and making sure (you may need sighted help) that
it is all settled down and working properly.

The other thing to check, I'm afraid, is your firewall or antivirus
program, which may be stopping WebbIE getting online. If you could somehow
get a web page - an HTML file - on your local machine you could use File,
Open in WebbIE. If this opens it okay then IE is fine, it's your network
connection being blocked.
