I think you cannot view a Publisher file in anything other than Publisher. 
Sort of hope I'm wrong, but don't think I am.

You could try getting the person who's got the file to convert to something 
else like MS Word, but don't be surprised if it ends up being a mess.

Just one other thought occurs to me.  Just maybe, before the accounts arrived 
in Publisher, they were created in Excel or an accounts package.  You could try 
asking for a copy of the original, if I am right.
