[access-uk] a mates problem

Hi All,
A mate of mine using Hal 9.3 plus windows xp home,has developed a problem
after pressing windows key then p for programmes the list of programmes
appear visually but when arrowing down Hal just says curser down and is not
announcing the programme.
Anyone got any idea what's wrong?
