Right. lets see if we can pool resources then because i'm in the same boat as you. what theme are you using for your installs at present? and is the layout of your theme as i described i.e menu, search and bread crumb first? as i say i've already tried to adjust the block positioning to make them appear first in the adaptive and responsive-bartik themes to no avail. the menu's in the right place, but the search box and bread crumb are still after the main page content which is really annoying me even though i've set the positioning in the blocks. i know that other themes like the default bartik theme have the correct positioning the way i want it, so i know its possible. i just can't figure out why certain themes are behaving differently. surely responsive-bartik is the same as bartik but adjusted for a mobile friendly layout. that's the only thing i can think of. the themes are mobile friendly, but to make the theme mobile friendly content is moved around and but unintuitive for a screen reader...

(not a criticism), is a prime example. if we take my above example, its like 
its upside down. you have the main content first, then the search box, then the 
menus. this could be seen as intuitive depending on your outlook, i personally 
have never found it intuitive to place the menu last for screen reader use. 
again interestingly, visually the website looks fine.
so my question is this.
is there an accessible theme for drupal which works out of the box that is also 
mobile friendly and accessible? so far i've looked at adaptive, zen, genesis, 
and beauty theme. they're all doing the same thing despite me reordering my 
blocks. if anyone can help i'd really appreciate it.
