Hi Austin.

Yes you can, its called the bios boot password and its accessible from the administration panel of your bios. You access this when the logo for the manufacturer of your machine appears, and its usually (though not always) accessed by pressing the function key F2. You'll need sighted assistance to set it up and you wont have any speech to assist you when you boot up, you'll have to remember to enter the password before windows loads.
