We don't say *the black* but I can't think of any other group that we don't use *the* for without adding *people*. It is objectifying and not politically correct, but, to be honest, I find the concept more interesting than insulting. It is interesting that it has been accepted, by most, into the language. I think that organisations that represent these groups have a lot to answer for in this. If the RNIB use the phrase, then everyone else is going to do so too. Interesting that Guide Dogs have dropped the *for the blind*, though. Is this because of the pejorative or because a person doesn't necessarily need to be blind to get a guide dog?
