[access-uk] isp suggestions

Currently with plusnet but considering a change as they seem unable to
deal with faults these days.
Looking for the sort of isp they used to be before BT got hold of them.
I would like:-
Email addresses in the form of anything@xxxxxxxxxxxx
fixed ip address
UK call centre with geographic phone number
Ability to deal with issues promptly
Accessible site
Web space and domain hosting good but not absolutely necessary
Also, not excessive traffic mannagement.
Any suggestions?
