I figured out what it was guys.

Security.  Itunes isnt' clever enough to run a subroutine or Apple didn't'
care to implament one or Microsoft didn't' give them access to some API.  In
which case it made an hour of my afternoon or more hell this afternoon.
Including a phone call to a miserable Apple employee who couldn't understand
me and vice versa.

It doesn't' ask for UAC permission if you have your UAC & Accounts setup
securely in Windows 7.

I have an Admin account, but I run my regular account in Standard Mode.  I
allow applications to make changes only buy providing the Admin password.

I had to go out, log in under the Admin account, then Authorise Itunes on my
computer by providing my Apple ID.  Log off that account and back into my
regular account and all was well.

It was very Windows XP.

Apple really don't' seem to go out of their way to make itunes as nice an
experience as it could be.  Which is a real shame because of the content
available through it.

Still despite it's sluggish performance and awkwardness I think I'll stick
with it as it's decent for online content.  There's no way I'm going to let
it near my own local library beyond what I get through it though.

I have never had this problem either. Albums have just downloaded. Of 
course, you have the alternative for music of buying from the Amazon 
download store. You can have your music download directly into your iTunes 
library and it is very accessible.
