regarding tor and iplayer, if the ip address appears as a non UK ip address, you will not be able to watch via iplayer.

therefore it will be necessary to trick iplayer into thinking it is streaming to a UK IP address if you want to access it from abroad. so you will probably have to point your prowser to a uk based proxy so that iplayer picks up the UK ip address and (hopefully) the vpn or proxy will stream the content to you from there.

acoording to some comments I saw in redit,from about 2014 or possibly earlier the BBC have been actively blocking ip addresses that pass through the tor network. this is all in an attempt to restrict access to UK viewers only presumably in preparation for enforcing a licence fee onto internet users regardless of whether they watch live broadcast or catch up TV.
