What you have done is mute speech on Voiceover so turning Voiceover on
and off wil not restore speech.
The easiest way to restore speech is to use a three finger double tap on
the Trackpad with Voiceover Trackpad commander set to on.
If you do not have tracpad commander set to on you can set this by using
the VO keys and doing a clockwise twist on the trackpad.
Once you have speech restored I recommend that you use keyboard
commander to set a keyboard shortcut to the Voiceover speech toggel
command. On my Mac I have this set to right option A, , a press of which
instantly restores speech if I accidentally mute speech.
