can't be sure but it might be that Voice Over has never been set up properly, plug the IPhone to a computer and run ITunes and the accessibility option for your device and leave the thing plugged in for a while for your local voice to be downloaded and set up.

hi guys, I have been giving my wife's iPhone 4 the once over, as I have been considering getting one for myself.It's really great, but we have come across the following problem. When my wife Anne tried to turn on the voice over feature on the phone. She could not get the voice over to stay on for some unknown reason. When she turned it on, she was asked to either ok or cancel the process.Anne pressed the ok button, but a couple of seconds later, the voice over shut down.If you try go to another page, it also shuts off.
