[acweboard] CoA Grant Pre-contract Workshop Requirement

We received a letter reminding CoA grant recipients to submit proof of 
attending a pre-contract workshop.

This seems to be a yearly requirement; has someone already gone through the 
workshop? If not, who usually does this?
