Update on FY19 Cultural Funding

As you likely know, many of our cultural contractors (artists and arts
organizations that receive funding through our Cultural Funding program)
saw some alarming cuts to their 2019 award amounts when the funding amounts
were first posted online as backup for City Council. The reason for this
was due to several factors: an increase in the number of Cultural Funding
applicants (up by 100 new successful applicants); an increase in
administrative costs (contracts have doubled in the last few years); and a
decrease in the “carry forward” amount of actual Hotel Occupancy Tax (HOT)
that was received after last year’s estimate. In addition, our HOT
allocation is predicted to continue to “flatten” in the next several years,
with only a minor increase (1% projected) each year.

Understandably, many cultural contractors were alarmed and disappointed by
this news and reached out to us to see how the cuts could be mitigated. In
response, the Cultural Arts Division met with the Arts Commission and City
Council offices to share these concerns and receive feedback. The Funding
Working Group (a subset of the City's Arts Commission) met three times to
re-examine the Cultural Funding program's Funding Matrix and the allocation
of estimated HOT funds for FY 19 across all programs--including other CAD
programs funded through HOT but not part of Cultural Contracts. They ran
multiple scenarios (16+), and compared funding data from past years to
consider the full context of parameters being weighed, with the priorities
of equity, fiscal responsibility, and sustainability to guide their work.
Through this process, funding was reallocated, adding $1.2 million back to
the fund for cultural contracts. (Monies came from tapping the 5% reserve
that the Arts Commission typically sets aside, and through cuts to other
HOT-funded programs)

On September 24, the Arts Commission voted to approve the Funding Working
Group’s recommendations (including limiting cuts to 11% for any applicant
receiving a decrease from FY 18, and preserving increases recommended by
the Funding Working Group in July) and move awards forward to City
Council. Council voted to approve the proposed revised funding awards on
October 4. CAD staff are currently preparing contract materials so that
payments are not further delayed.

Moving forward, I pledge to work harder to better communicate with you as
CAD constituents and my partners. I am making it my priority to start
designing a process for community dialogue to build on the work of the Arts
Commission’s Equity and Responsiveness Working Groups, so that we can
co-create solutions together, starting as soon as possible. I look forward
to our continued conversation about how to evaluate the philosophy and
operation of the Cultural Funding program, matrix, and peer panel process
in the future. We have not come together to talk about this process in more
than 15 years, and it is time for that to happen. Thank you in advance for

Announcing the Creative Ambassadors Program!
Cultural Arts, in partnership with the Music and Entertainment Division,
will reinstate the City’s Creative Ambassadors Program. Open to creative
professionals across disciplines, the program provides official City
designations and small stipends to Austin artists traveling outside of
Texas in promotion of their creative projects. First launched in 2014, the
program was temporarily suspended as the City explored how best to
incorporate it into its larger cultural tourism strategy. The retooled
program, which launches October 1, will run on an annual (versus monthly)
cycle and will now provide $1,000 grants for ten artist recipients.

The Creative Ambassadors program is open to artists of all disciplines,
including, but not limited to: musicians, visual artists, filmmakers, and
performing artists. Austin-based individual artists and arts organizations
who have confirmed plans to travel nationally or internationally to present
or promote their work. Selected ambassadors must demonstrate a high level
of expertise and leadership in their field, and must fulfill the following
requirements:


   - Attend a training session with City of Austin staff before travel
   - Represent Austin in at least one meeting with a government, arts
   agency or anchor creative organization in the destination city, as approved
   by the City of Austin
   -
   Meet with national and international delegations visiting Austin, as needed
   - Forward any press coverage related to the
project/travel/ambassadorship to the City
   of Austin
   - Submit a post‐trip report to the City of Austin


Applications for the Creative Ambassador Program will be accepted from

initiative of the Art in Public Places Program, TEMPO brings temporary
public artwork to sites throughout Austin to enrich civic
dialogue,cultivate tourism, and activate public spaces in unexpected
ways.The annual program commissions artists to create installations in a
range of media that explore themes suitable for the outdoor environment.

For the 2018 cycle, ten artists were selected to create installations for
each of the City’s council districts. A collective exhibition of all the
works, TEMPO Convergence, will be hosted at Edward Rendon Sr. Park as part
of the East Austin Studio Tour, November 10-18, 2018.

Traditionally, the TEMPO program has featured ten installations—typically
three-dimensional works—sited in public parks throughout each of Austin’s
ten Council districts. This year, the program has expanded to include
murals and a proof-of-concept intervention or “refresh” of an existing
artwork in the AIPP collection—Carl Trominski’s Moments—selected by the
AIPP Panel, a citizen oversight body appointed by the Arts Commission. For
the 2018 program cycle, a total of 23 public artworks will be exhibited:
ten sculptures through the TEMPO program, twelve murals through the
newly-established TEMPO 2D, and a reimagining of Moments, known more
familiarly as the “blue signs” stationed along the Lamar Bridge Underpass,
through the TEMPO Refresh pilot program. The works reflect a broad range of
styles and materials and address subjects such as cultural identity and the
environment.

Visual Arts, honoring “the greatest innovators in America today.” Her
global works combine ancient craft and modern technology. On October 9, she

Call to Filmmakers for Faces of Austin Program!
We are currently seeking submissions of short films for the 2019 Faces of
Austin program. Established in 2005, Faces of Austin showcases shorts by
local filmmakers that reflect the diverse faces, voices, and experiences of
our City.

Selected films will be screened during the SXSW Film Festival as part of
the SXSW Community Programming in March, and will also be shown on the City
of Austin’s channel, ATXN, and via the City’s website. One film will also
receive a “Judge’s Choice” designation from a celebrity guest judge. All
films selected will receive a cash honorarium!
