The more shocking insult is that in 2001 NASA had received an
essential-use exemption to the environmental regulations and could have
used the old Freon-based foam, but didn't:

(On a topic like this, I would usually prefer a source with greater
technical credibility, the above is what came up, and if even Fox News
is saying that environmental regs weren't to blame, you can believe it.)
