Largely misunderstood -- the prohibition is really against something
that can actively seek a target (for obvious reasons). I've been an RSO
at NAR/TRA events where I've allowed active guidance (albeit with more
safety precautions and distance.)
Active guidance for rockets of the class I described -- small, very
light, high-thrust -- is really not practical. Nor is the jet damping
really very significant, and it's something that's already modeled in
RASAero. You may just need to make the fins a little larger. I can't
say 100%, but I don't think this was the root cause of instability in my
flights.
