Perhaps something to add to this discussion is that FTS does not
necessarily mean explosives. If you can prove that the flight can be
terminated without them the FAA is fine with that.

No FTS on either of the Black Rock GoFast launches (2004, 2014). 99% sure
no FTS on the Up Aerospace Spaceport America launches. (Would have to
