Bill, While only going Mach 1.56, my 4" minimum diameter rocket experienced 
coning near motor burnout and survived undamaged. It was built entirely of 
cardboard: fins, airframe, dual deploy av bay, and main chute recovery bay 
using only Elmer's School Glue flying on a L-1200 motor. Nose cone was simply 
half of a 2.5 liter Shasta rootbeer plastic bottle.

The attached video is of a launch at FAR this past weekend.
In keeping with recent discussion, note that the smoke trail appears to
indicate coning of the vehicle over the last third of the boost.  While the
video alone does not allow us to determine whether that coning was due to
an aerodynamic or a mass balance asymmetry, we can observe that the vehicle
was sufficiently strongly built to survive the side forces it evidently
suffered.
