Seems to me that (all other things being equal) improving the
propellant mass fraction is exponentially more effective than
improving Isp of the propellant.

In flights to orbit, won't a one percent better mass fraction be more
effective than a one percent improvement in Isp? And isn't one a
linear improvement, while the other is exponential?
