Wouldn't it be simpler to just spin cast a base liner on the tube
which is then machined perfectly round on the inside, so that when you
slip in the liner and casing, it fits perfectly, without any need to
worry about cracking?

It wouldn't need to be a thick coating, but finding something you can
machine off cleanly might be a trick, and will certainly slow things
down, but seems like a simpler way to do it.
