Matagorda Island is a game preserve and is out of the question. (bird
preserve) I tried to acquire permission for launches and testing there
10 years ago and nothing has changed in that respect.
However we did acquire property on the 5000+ Acre Matagorda peninsula
which is only a few miles east with a landing field and pretty much the
same everything.
Launches there do have to be cleared with the DOD as the 127th flight
wing has a practice area just off the coast in this entire area.

Kennedy is too far, maybe along the Texas coast for higher inclination
orbits. There is even an old World War II runway on the barrier island.
