Don't.
Having worked with TEA-TEB in the past I don't think it is anywhere close
to being safe or cost effective for amateurs or even a small business. You
are much better of using other ignition systems like spark or glow plugs.
If you choose to use it you need a plan for storage, filling usage vessels
in an airtight way, nominal usage, and then disposal both on the test stand
and of whatever product you don't use as it is a marine pollutant and toxic
and obviously a fire hazard. I attached a MSDS for triethylborane for ref
if you want to see the generic hazards.
As far as procuring it many of the major chemical corporations such as
Sigma will sell it to you provided you can prove you can safely use it.
If you're serious about this, this list is not going to be the right place
to get the information you need. You really want to reach out to a company
or organization that is currently using it and various NASA test sites are
the only ones I know about that might talk to people outside of their
company.
I'll go back on the lurking mode now, I just wanted to get out that TEA-TEB
it's not a good solution for amateur use, and frankly it's use is limited,
but important, in larger applications
