Or limit the cold inflow a bit and if necessary a bit of heater at the base of the propane tank to ensure it can be warmed if it freezes...

Although it's nice if the two tanks can be at the same temperature, maintaining a *small* temperature difference is a lot less hassle than a large one.

(And you wouldn't want to use a common bulkhead in any case -- propane and LOX are not fully miscible at modest pressures, but apparently they are miscible *enough* to form a dangerous mixture.)
