Richard,
17%? Not so good. My boss, the agency director said that 30% was
required for the job of assistant director. I was expected to be able
to focus on the agency's goals, while at the same time, laying down a
fog bank that was purposely confusing, distracting, and made
absolutely no sense.
And, if I do say so myself, and I do, I got pretty darn good at it.
For example, I could take a single sentence from a state regulation
pertaining to some action or another being performed by the
Department, or being sub contracted to another Agency, or subsection
of another Agency, and when I had finished drafting a single sentence,
I could easily set before your unbelieving eyes, 72 pages of single
space type.
