Texas long ago declared war on women’s reproductive health. Now the state hopes
the Trump administration will help deny federal Medicaid funds to Planned
Parenthood. Eighty-two reproductive health clinics have already closed across
the state, and many Texas women lack access to family planning services and
contraception. If the federal government grants a waiver to a rule that
prohibits political discrimination against Medicaid service providers, Texas
will have successfully drawn a roadmap for other states to withhold millions in
federal funds from Planned Parenthood, thus
