Perhaps Robin and Elmer and All don't remember our civil rights battles like
those of Judith Heumann or Ed Roberts; both talented human beings denied even
basic dignity let alone equal access until they stood up in rage against the
machinery of exclusion. And they fought for the very machinery now sadly
usurped by the likes of Robin and RSA and ILA which sucks the money from the
soul of our movement of liberation and, indeed inclusion. While I would
appreciate at the very least an apology from the likes of Robin I wouldn't
accept it if given for over years she has betrayed upon the backs of the likes
of me and those greater than me the very rights I and our mothers and fathers
in the disability movement have fought for.
For, Robin to have even enterred a so-called "celebration of our ADA 25" while
our comrades were denied and while I was bound, literally in the State Capitol
in handcuffs without a word of protest is simply an ugly act of cowardice at
best and an overt act of outright infamy at worst.
To add insult to injury as she has done here is well beyond the pale.
Robin is just like so many others who have betrayed civil rights over the
years. She simply cares more about her position and paycheck than about the
rights of us she is indeed paid for to protect.
I always wonderred why over the years that there wasn't any civil rights
protections here in Michigan. I wonderred why in spite of continued
documentation of violations that I profferred from right here in Genesee County
through the CIL here to the P and A here and so on and so forth that nothing
was done or nothing has changed....Well someone was in the bag....And that was
Robin. And that was Great Lakes TAC and all of its utter bullshit looking over
its shoulder to its political whores and caving in on our civil rights. They
looked over the "grandfathering" still endowed by our state government of the
ADA though they know nothing of the sort exists except in the magical universe
of Michigan state government. They looked over the fact, long documented that
agencies for the blind here weren't accessible and discriminated against the
blind themselves. They gave money to perpretrators of the very laws they were
supposed to enforce including to the worst protection and advocacy service in
the country; the one at the heart of the worst and most exploitative scandel;
NCED under the watch of former NISH Chair and present Michigan P and A E.D.

This is all an utter and outrightly corrupt interpretation of what is meant by
civil rights for PWD and the obligation for advocacy for same by nothing but a
bunch of paid whores, and their pimp masters of the very exploitation the

discrimination combined with the crappy stink of sell outs paid for at the

less than zero. Iwouldn't accept an apology from the likes of you if you were

have had our freedoms denied or limited; been institutionalized; been

Dear Mr. Cerano et all,
I’m writing you today to request all Program Progress Reports (PPRs) from
your agency to any and all federal and state agencies for the last fiscal year
including but not exclusive of those remitted to RSA and other federal agencies.
I should note that I am blind and seek them in accessible format pursuant
to the obligations of your agency under Section 504 of the Rehabilitation Act
of 1973 as amended and Title III of the Americans with Disabilities Act of 1990
which you should be intimate with as your agency is charged with not only
abiding by these seminal civil rights laws but of which, you are charged with
enforcing them in part as well. (Frankly I’m sick and tired of writing you
about this, but so it goes.)
To wit: remit said requested documents as either plain text format and/or
plain text attachments to my e-mail address as an accommodation to my
disability (which is again an accommodation required under both Section 504 and
the ADA).
I expect nothing less than prompt response and compliance from my Section
509 (Rehab Act funded designee) which is supposed to not only apply this to
itself but also to apply and enforce it on others.
Moreover, I am requesting all of your PAIR contracts with RSA and again in
accessible format.
Failure to respond to me in a prompt and accessible form will result in
legal or other actions immediately as civil rights violations either in federal
court or in other administrative venues. Further, if your agency has engaged in
any violations of the federal “False Statement Act”; and/or “False Claimse Act”
in these regards then appropriate remedies will be sought through appropriate
channels.
It should be noted that violations of the False Statements Act alone are
criminal charges. These will be referred to the appropriate federal agencies
including the Department of Justice amonst others and will also simultaneously
result in “Quai Tam actions with litigators now at my disposal”.
If information and actions are not forthcoming you will be personally,
along with certain staff of MPAS, mired in protracted litigation, media
scrutiny and other interventions to expose and adjudicate your and your
entities egregiously volatile abuses of the public trust and the civil rights
of people with disabilities, including mine, over the years.
Said actions and others may well be settled by prompt compliance with the
laws, and requests for enforcement of same, by you and MPAS.
Now, remember sir that there is “politics involved” here and that there are
overt conflicts of interests involved here as well.
Remember that the cover up is as bad as the crime.
Remember your fiduciary obligations aswell as your legal obligations.
If you cannot remember that then remember your “moral” obligations to
people with disabilities including mine, which apparently MPAS has long
forgotten.
Regardless, I now have resources of which you do not know and, while I’m
old, disabled and battered by your agency’s violations of mine and other’s
collective and individual rights, I will not desist in my pursuit of justice
for me and others.
And I will not sit idly by while another NCED occurs under your watch or
anyone elses
for that matter.
