Here is some information I got from another victim of Mostagfa's
harassment. I am pasting it below. This will work if you are getting
messages from him from a GMail account. I think you will have to report
him again for each GMail address he uses.

Here you go. You can report him by filling out the form at:
https://support.google.com/mail/contact/abuse?hl=en
The address he's spamming from currently is
nitsnotyourbusiness@xxxxxxxxx
