My understanding is that the repeater policy was put in place because certain
CVARC members objected to a round-table net that was running at the time.
There are two key reasons to repeal the policy:
-- Nets should not need advance permission
-- Nets should not need to be directed; round-table is acceptable
My recommendation is that operation of the CVARC repeater, either for nets or
other usage, is acceptable as long as it is in accord with FCC regulations and
good amateur practice.
I do not see that Mitch or anyone else has any reason to intervene in the
frequency pair that the repeater users as long as these two conditions are met.
Frankly, the bigger threat to holding the 625 repeater pair is the near-total
lack of usage that the machine currently sees.
By making it easier to start nets, we hope to increase the amount of usage the
repeater gets, making it more relevant to central Vermont hams.
If we have a problem in the future, the CVARC officers will deal with it when
it occurs, and will apply the absolute minimum measures necessary to resolve
the problem.

I’m not sure of the details, but I was thinking that there was
some issue with the repeater operation that W1SJ (Mitch) had
issue with in his role as purveyor of repeater frequencies.
I would ask you to check to see if anyone else has a
recollection of this and can perhaps fill in the details.
Not sure if the repeater use guidelines that we want to
ditch were meant to address Mitch’s concern or not.
Sorry to be so foggy about this, but I did not have direct
knowledge.
