It sounds like a good plan.
I think Jane English is also a VE.
She ran a license training at the Marshfield fire station quite a few
years ago. I think Jessica was one of the 8 or 10 that attended the
class. All but one or two passed the first time around.
Jane ran a good class. I observed several of the days and was impressed.

Extra class:
Designed to help General hams upgrade to Extra. Taught one evening a week

full weekend in September, which ARRL treats as a sort of national licensing

Tech/General class:
Designed to take hams from zero up to General. While they could choose to
take just the Tech license exam and then drop out, the intent would be to
encourage them to stay all the way through and go straight to General. There
is far more activity on HF than on VHF+ these days, so we would reduce the risk
of hams getting bored with the lack of local activity.
Those already licensed as Techs would also be encouraged to join. It would
be a refresher of Tech material and an introduction to General material.
This class would probably start in late fall and run through the winter,
one weeknight per week.
Exams:
We would offer all exams again at the end of winter after the Tech/General
class ended.
