As far as I have learnt
It's a Gmul if there is a TEKEN
There are Tkanim for elementary coordinators as for JH and HS
And the size of school does count. 
But if the principal has no Teken (since he used it even for Math or
Sciences coordinators)- he can pay it as hours 
Sometimes you'll be paid via a different channel (not the ministry) such as
an external contractor. That's a lot of headache since you need to go to Mas
Hachnasa and take care of a Teum Mas twice a year... 

The thing is, that "hours" (opposed to Gmul) are just money but will not be
calculated as part of the Pension and retirement terms.
Usually Gmul Rikuz is about 6% of your salary in Ofek.
BTW, I am not a coordinator
