This is unprecedented and unheard of. The people in charge are passing the responsibility off to some unknown outside organization who is said to be in charge of awarding the gmul. Judy Steiner has been notified and we are still awaiting her intervention on our behalf. I'm sure that for many of you like myself, these 14 hrs. could mean the completion of 56 hrs. needed to get another gmul. If this is not taken care of ASAP, then you will not be able to retroactively get the added gmul for this past school year.
