When I graduated from an Israeli high school (over 20
years ago - I'm not saying how many years over) my
friends could read Julius Caser , but couldn't discuss
a newspaper article. My oldest son graduated from high
school 10 years ago. he could discuss almost anything,
and read and understand VERY HARD unseens.

My 5 point pupils who had their graduation ceremony
last night can converse in English on a very high
level - as regards both their passive and active
vocabulary. Their grammar, in my opinion, should be
better. They can read the Jerusalem post - but will do
so only if the article interests them. They can read a
poem they have never seen before - and understand both
the meaning and the literary devices. The unseens they
"practiced" in class are short and not too hard -
because this is the level that is required. The
questions are often hard - and it is hard , even for
me, to find one definite answer .
If we had woreked on longer and harder unseens - I am
sure they could have done them.

So - I answered that their level of English is "more or
less the same" as 20 years ago - because there really
isn't one clear-cut answer to this question (like in
the bagrut unseens...)
