Of course she is right that it doesn't matter what it is CALLED.
But the difference between English as a second language
and English as a foreign language DOES matter.
It matters in the way it is taught (or not taught). It matters
because children who learn English as a foreign language
utilize different linguistic and cognitive tools than do children
who are exposed to English as a second language.
In fact, ignoring that difference is the root cause of the
problem with English within our school system.
