Subject: Re: URGENT dictionary question

there is a new chozer mankal that defined new imigrants as kids who started
school after age 12. (it used to be 14).
the kid has to bring his teudat oleh to ythe yoetzet who applies to someone
in the testing department for the right for them to use the english-english
L1 dictionary.

i am sorry i don't have more formal answers. you can find the info, i think,
on the internet site of the testing department.

   good luck!
