You are quite correct! As long as a student is in school (regular internal school) it is the highest grade that counts no matter how many times the same exam is taken. The moment the student graduates, it is the LAST grade that counts (the last time he took a certain module after graduating). If a present 12th grade student graduates and retakes a module he took in high school this year (summer 2006), the grade he gets AFTER graduating i.e. Winter 2006 (January 2007) will cancel anything he did in Yod Bet.
