Thanks to Dr. Rachel Segev-Miller for pointing out the Ministry's directive 
of using books for  at least 5 years.

However, many schools have special book-loaning programs. These are subject 
to the budget constraints we find everywhere in the system and beyond. We 
are forced to use old books for more than 5 years in many cases. We were 
allowed to change only 2 different textbooks this school year, for the 
entire school! Literature, of course, was not even considered. And as things 
are going, I doubt there will be much change in the near future.
