The pupil needs 2 different kinds of "ivchunim" (psychological and didactic) and then these are sent in along with the English teacher's opinion ( a form letter) and the student's writing to a committee ( sorry - forget the name) at the Ministry and then maybe the oral exam is approved and maybe not.. And a pupil who was given the use of two tapes doesn't necessarily need an oral exam.. ( maybe instead of recording s/he only needs to have spellling ignored ) One reason for an oral exam is that the pupil can't sit still for long, and there are other factors.. too.. So it's actually quite complicated and takes a good few months and there is of course a deadline and can't be gotten whenever you feel like it... NOT to mention the person who will eventually test this child must be approved by the inspector and has to be a qualifed English teacher.. ( BA., have taught bagrut.. etc..) . The more pupils with this hatama.., the more teachers you need ...
